Funding Considerations

The El Dorado Charter SELPA’s adopted Allocation Plan is based upon the following elements:

    • 5 - 10% indirect rate for Administrative Unit activities.  The administrative
fee for 2010-11 is estimated to be 8% for new “first year” charters, and it will decrease the following year to 6%.  Charters that are ongoing in the SELPA are estimated to have an administrative fee of 6%.  The Allocation Plan provides for a differential of 2% for year one charters in order to accommodate the increased support and training provided to bring new entities into the organization.

    • Additional services requested beyond base level would result in a higher percentage paid to El Dorado County.

    • Program Specialist and Regionalized Service dollars received by the SELPA based on charter ADA will be retained by the SELPA to provide SELPA services.

    • The funding rate per K-12 ADA is based upon dollars received from the State for growth ADA.  We anticipate the state per ADA amount for 2008-09 projected funding to be received is $465.44 per ADA.  The 2009-10 funding currently is not anticipated to increase due to the State of California’s Budget. This rate is reduced further by the administrative fee and set aside fee.

    Sample Charter SELPA funding projection:

  • The El Dorado Charter SELPA Allocation Plan implemented a set aside policy in 2006-07, which is maintained by the SELPA, but tracked separately for each participating charter.

  • Federal funding is allocated in year two of SELPA membership.  For a complete understanding of the funding, please refer to the Allocation Plan on the website.
