Funding Considerations

    The El Dorado Charter SELPA’s adopted Allocation Plan is based upon the following elements:

    1. The funding rate per K-12 ADA is based upon dollars received from the State.  We anticipate the state per ADA amount for 2012-13 to be the same as 2011-12, $465.44 per ADA.  This rate is reduced further by the administrative fee and set aside fee.
      Federal funding is allocated in year two of SELPA membership.  Federal funding for 2011-12/2012-13 estimated at this time to be $140 per ADA

    2. The administrative fee for 2011-12 is 6% for new “first year” charters, and it will decrease the following year to 5%.  Charters that are ongoing in the SELPA will have an administrative fee of 5%.  Charters that meet the specified criteria  which is primarily to have in-house special education administrative expertise may have a reduced administrative fee of 4% in the third year of Charter Selpa membership.    The Allocation Plan provides for a differential of 1% for year one charters in order to accommodate the increased support and training provided to bring new entities into the organization.

    3. Program Specialist and Regionalized Service dollars ($15 per ADA) received by the SELPA based on charter ADA will be retained by the SELPA to provide SELPA services.

    4. The “set-aside” for a new charter in 2012-13 for the first year is 5% and decreases each year to 2%.(unless deemed a high risk charter – where the set aside is higher).  This is essentially a one-time payment, recalculated each year based on total income and lowering % requirement.  For further information, see the allocation plan detail
